Another VW

I have a 70 AS Beetle and love it.  I was visiting a friends house when I came upon a 74 Ghia and said I could have it cheap.  I have only one problem, the chassis (pan) is completely shot.  Now in order to title this car do I need the Vin # from the chassis or the body?  Stupid question but does anyone know anything about making a custom chassis (tubular)for them and having it titled, if it is the chassis that needs to be titled?  I'd love to get my hands on the ghia but I don't want to go thru the trouble of driving 10 hours there and back to end up with a junk car.
