I would hazard a guess and say the reserve is around $4,500 . Someone has been shopping very wisely (take a look at the spares). Unwisely, the A/C has been yanked and the engine/shroud needs an autostick afficianado's TLC. A few rust bubbles and such but not IMHO cause for major surgery. I would expect it is a solid DD as the ad says, with fantastic potential for a resto or whatever. And for a car living in Georgia it has been well kept!
If I had the money, lived in the US, had a KG owning friend to pick 'n' prod etc etc and in the market for a KG.....I'd be on it ;D.

Well here on the west cost you spend over $3k it better be pretty close to fully restored add another k and you can find ghias that are way better if not showroom restro'd pretty dang close
However if your local to this, look at the ghias for sale (AS is rare yes if your that adamant about the AS )
Any amount your willing to pay is good I guess
IMHO its a vert and if after you inspect it, its only missing paint and top to be the major repairs your golden. (Beware he said its been sitting) that From my experience is going to be an ongoing repair as things tend to break while my pocket book is low /=
I know I may sound like a nay sayer but trust me if you look you will find the RIGHT one be patient and inspect the hell outta the ONE you choose test drive it rough like you drive when your mad and then see how she handles this is advice I wish I knew BEFORE I bought my beater,
One golden rule of thumb if you need to spend over 2k in parts to get it to DD status dont pay more then 500 for it.
Verts are a different story I guess you could look at 1k and haggle from there IDK.
Looking on e-bay tho is like competing with every place the demand is highest so look local unless your in Aussy land where Vert Ghias are, from what I see on this site super rare then demand and resale are pretty decent.
Bottom line is are you buying it with intentions of restoring to showroom or work in progress DD or to spiff up and turn around?

Perspective I guess ;D . Sad when the cost of a LHD A-S ghia is anywhere from $15K AUD and up. Pops my cork looking at the avg price over in the US! IIRC on AVD (aussieveedubbers) the count on genuine RHD ghias sold in the Aus market was around 1000 :'(. At least I know where 2 live locally...

And from what Lee says convertible ghia in AU never happened or something like that. When i bought my Bug I was tempted to buy a pan off restro ghia but it was still in parts and the guy wanted 1k so I kept looking... sorta kick myself for that it was a Convertible too but I love my bug and all her lil beater quirks shes paid for and reliable.
